The Ultimate Urban Circulator (U²C) is a comprehensive program to modernize and expand the Skyway and introduce autonomous vehicles (AVs) into JTA’s transportation system.
The Skyway Rehabilitation & Downtown Service Expansion Fleet project provides the fleet of AVs to support the conversion of the existing Skyway Superstructure into an elevated roadway for AVs and expand downtown service.
U²C will support regional economic growth through infrastructure investment, job creation, and improved mobility.
PD&E and design began in early May 2025 and will continue through 2026.
