JTA Names Charles D. Frazier as SVP/COO

JACKSONVILLE, FL.  December 2, 2021 – The Jacksonville Transportation Authority (JTA) named Charles D. Frazier as Senior Vice President and Chief Operating Officer, overseeing the JTA’s Transit Operations Division.

Frazier joins the JTA after serving as Chief Executive Officer for Rock Region METRO, the public transportation system serving the Little Rock and Central Arkansas region.

“Charles brings significant experience to our Transit Operations Division, the largest and most critical for our customers,” said JTA Chief Executive Officer Nathaniel P. Ford Sr. “Through our MOVE strategic plan, Charles will be key in enhancing and expanding our transportation and mobility services for Jacksonville and the Northeast Florida Region.”

Frazier’s responsibilities include oversight and strategic planning for fixed bus routes, the First Coast Flyer Bus Rapid Transit network, paratransit, regional and alternative mobility services, the St. Johns River Ferry, and the Service Planning and Vehicle Maintenance departments.

As CEO of Rock Region METRO, Frazier was responsible for the overall leadership, development, and management of the organization. He focused on expanding access to mobility services and improving economic outcomes for residents. He successfully increased ridership and access to public transportation services, expanded Disadvantaged Business Enterprise spending, and spearheaded studies for transit-oriented development, safety and operational planning.

His more than 21 years of industry experience includes serving as Assistant Executive Director of Palm Tran Inc. in Palm Beach County, Florida. He also was Director of Electronic Services & Security for Palm Beach County.

Frazier is a member of the American Public Transportation Association (APTA) and a graduate of Leadership APTA. In Little Rock, Frazier was appointed to the Governor’s Economic Task Force, and the Mayor’s Mobility Sub Committee. He received the Arkansas Dr. Martin Luther King Jr. Commission Dream Keepers award in 2020. 

He earned a bachelor’s degree in business administration, with a focus on finance and information systems from Gonzaga University in Spokane, Washington. He started his professional career as an English language consultant in Fukuoka, Japan, developing school curricula for the Japanese Education Consulate.
