Governor Ron Desantis Announces New Appointments to the JTA Board of Directors

(Jacksonville, FL – February 2, 2026) On January 30, 2026, Florida Governor Ron DeSantis announced key appointments to the Jacksonville Transportation Authority (JTA) Board of Directors, filling two vacancies and positioning the Authority for strengthened civic leadership and strategic oversight. These selections reflect the Governor’s commitment to expanding transportation innovation and economic growth across Northeast Florida.

“The Jacksonville Transportation Authority values the Governor’s continued engagement and support of strong board governance,” stated JTA Board Chair Aundra Wallace. “We also extend our sincere appreciation to Donnie Horner for his service and dedication to the Authority. His contributions helped guide the board during a pivotal period, and we are grateful for the time and expertise he brought to the role. I look forward to working with my new colleagues to advance innovative, safe and reliable transportation solutions that benefit the people of Northeast Florida,” Wallace said.

The Governor’s appointments include three new board members: Alan Hopkins, Madelen Salter, and Jonathan “Daniel” Vallencourt. In addition, Director Max Glober has been re-appointed to the Board.

2026 Appointees and Re-appointment:

Alan Hopkins –– Hopkins is a Consultant at Hopkins Consulting Florida and the Chief Economic Strategist for Manchester Financial. Active in his community, he has served as a member of the Sherwood Country Club Board of Directors, the Era Aviation Board of Directors, and the Wellness Community Valley Venture Board of Directors. Hopkins earned his bachelor’s degree in economics from Brigham Young University and his master’s degree in business administration from Pepperdine University.

Madelen Salter –– Salter is the Market President for Office Images. Active in her community, she is the Chairwoman of the JAXUSA Partnership Business Development Committee and is a member of the Jacksonville Chamber of Commerce Board of Directors and the Leadership Jacksonville Board of Directors. Salter earned her bachelor’s degree from Auburn University.

Jonathan “Daniel” Vallencourt — Vallencourt is the Vice President of Vallencourt Construction Company and the Owner of Clay Theatre Events, LLC. Active in his community, he is a member of the Clay County Development Authority. Vallencourt attended the University of Alabama.

Max Glober — Glober is the Vice President of Marketing at First Coast Energy, LLP. Active in his community, he has served as a member of the Jacksonville Historical Preservation Commission. Glober earned his bachelor’s degree in government from the College of William and Mary and his master’s degree in business administration and his juris doctor from the University of South Carolina.

These appointments are subject to confirmation by the Florida Senate.
