Procurement
The JTA's Procurement Department is responsible for the procurement of all commodities, services, professional services, construction, and any other goods or services for the JTA. The procurement team is comprised of professional staff who follow established regulations, policies and procedures based on city, state, and federal guidelines.
All solicitaitons are advertised on our JTA OpenGov Procurement Portal, as well as in the Transit Talent and Jacksonville Daily Record publications.
Solicitations
The JTA requires all solicitations be submitted electronically via our JTA OpenGov Procurement Portal. This system further allows the JTA to receive bids remotely, it also helps us track vendor participation, ensure compliance, improve transparency and reduce evaluation time. Terminology
Simplified Acquisition (WQ)
A solicitation by the JTA for goods or services where the award, if any, is to be made to the lowest priced, responsible and responsive Quoter. This type of solicitation has a total contract value in the form of a Purchase Order less than (<) $250,000.
Invitation to Bid (ITB)
A solicitation by the JTA for goods or services where the award, if any, is to be made to the lowest priced, responsible and responsive Bidder or evaluated qualifications to be awarded as a Best Value and has a total contract value greater than (>) $250,000.
Request for Proposal (RFP)
A solicitation in which JTA describes its needs in the form of a Scope of Work and may include performance standards or criteria for one or more elements of the solicitation. Proposers are requested to provide a Proposal that addresses the evaluation criteria presented in the solicitation and meest or exceed the criteria or standards specified.Pricing a required element of this solicitation type and the awarded is typically Best Value wherein Pricing is a considered factor but not the leading weighted factor for the award.
Sole Source (SS)
A sole source solicitation indicates a very limited market for the good/services needed and the procurement will meet stringent factors in the determination of a single sourced award.
Procurement Review Committee
All formal procurements over $325,000 must be approved by the JTA Board of Directors. Prior to review by the Board, they are reviewed by the Procurement Review Committee (PRC) for compliance in the regulations for the procurement process. Unless otherwise noted, all meetings are held via Microsoft Teams or other video conferencing noted in the schedule.

Selling to JTA
All Vendors should obtain a vendor number from the JTA and be registered in the JTA OpenGov Procurement Portal to receive notification of posted solicitation.
