JTA Solicitations Portal

 

NOTE: Effective 2/17/2020, all submittals for Bids, Proposals, Requests for Qualifications, Requests for Information, and Sole Sources are to be delivered to 100 N. Myrtle Avenue, Building 1, Jacksonville, FL 32204 until further notice by the deadline noted in the solicitation package. Submittals will NOT be accepted if they are late so be sure you note the new address.

The JTA uses a web-based solicitations portal. Please visit the portal to view current and upcoming solicitations. 

Procurement Portal

The Procurement Department is responsible for the procurement of all commodities, services, professional services, real property, construction, and any other goods or services for the JTA. The department is supported by professional staff that follow established policies and procedures based on city, state, and federal regulations and guidelines.

Invitation to Bid (ITB): a solicitation, including all documents utilized for the solicitation, by JTA for goods or services where the award, if any, is to be made to the lowest responsible and responsive respondent.

Request for Proposal (RFP): a solicitation in which JTA describes its needs in terms of performance standards or criteria for one or more elements of the solicitation and respondents are requested to provide (in addition to price or economic consideration, if applicable) descriptions and specifications of the goods and services which meet or exceed the criteria or standards specified or identifies a problem to be addressed by respondents.
 
Sole Source (SS): the only existing source of an item which meets the needs of the User Department as determined by a reasonably thorough analysis of the marketplace.

All formal procurements over $200,000 have to be approved by the JTA Board of Directors. They are reviewed by the Procurement Review Committee (PRC) first. Unless otherwise noted, all meetings are held in the JTA Board Room, 100 LaVilla Center Drive, Jacksonville, FL 32204. Below is the PRC meeting schedule for 2020:

  •            March 18, 2020 @ 11 AM in the Skyway Training Room at 725 Leila Street

Disadvantaged Business Enterprise (DBE)

The JTA Procurement Department works closely with the DBE program. DBEs should register with the DBE Office. Any DBE related inquiries should be directed to DBE1@jtafla.com.

Selling to JTA

We have a Supplier Workshop every other month where we provide information regarding doing business with the JTA. All suppliers are welcome to attend. Workshops are held at the JTA Administrative Office: 1101 W. Bay Street, Jacksonville, FL  32204. All Workshops are at 2:00 p.m. in the Board Room on the 3rd Floor. The schedule for 2020 is as follows:

  • June 9, 2020
  • September 8, 2020
  • December 1, 2020
    **Due to a conflict, the March 10th workshop has been moved to our Myrtle campus at 100 N. Myrtle Street, Jacksonville, FL 32204 in Building 1 Conference Rooms 1.

Procurements Greater than $35,000

Purchases of $35,000 and above are subject to a formal procurement process.  Depending on the scope of work or specifications, the JTA utilizes a ITB or RFP process.

Procurements Less than or Equal to $35,000

Most goods and services which the JTA procures are obtained through competitive bidding.  JTA may solicit either verbal or written quotes, depending upon the item's dollar value.
