JTA Welcomes Carter Rohan

JACKSONVILLE, FLORIDA – September 7, 2016 – The Jacksonville Transportation Authority (JTA) announced today that the organization has appointed Carter R. Rohan as the Vice President of Construction and Capital Programs Management.

Rohan manages the design and construction of the Jacksonville Regional Transportation Center, the First Coast Flyer Bus Rapid Transit system and the JTAMobilityWorks program, which includes 13 roadway and 14 mobility corridor projects. Rohan reports to CEO Nathaniel P. Ford, Sr.

About Carter R. Rohan: Mr. Rohan brings with him more than 37 years of broad experience in architecture, engineering, program and construction management. He comes to the JTA from Parsons International, Ltd. where he served as Vice President and Project Director of the Riyadh Metro Transit Consultants Joint Venture in Saudi Arabia, a $15.9 billion project. Rohan led a 786 member team that is building a 63-mile railway with 15 miles of tunnel, 55 stations and seven Park-n-Ride facilities.

Prior to his current role, he was the project director of the team supporting the Qatar Rail on $14 billion Qatari Rial Lusail Light Rail Transit program. Before joining Parsons in 2011, Rohan was the Deputy Executive Director at the San Francisco Municipal Transportation Agency. He has also worked at Metropolitan Atlanta Rapid Transit Authority, Parsons Brinkerhoff and CRSS Architects Inc. Rohan received his Bachelor of Architecture from the University of Houston.

JTA is an independent agency of the State of Florida governed by a seven-member board of directors. JTA operates Jacksonville’s public bus service, ferry service, downtown automated Skyway and paratransit service. The Authority also plans, designs and builds roads and bridges.
