Regional Transportation Agency Study


On June 4, 2010, Governor Crist signed SB 2470 into law. Public Law 2010-212 establishes a Regional Transportation Study Commission.

At the direction of the Florida Legislature, through the Florida Department of Transportation, JTA facilitated a study effort regarding the framework for the creation of a regional transportation agency (RTA). The RTA Study boundaries included Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns counties.A Study Advisory Panel was formed to advise the JTA and FDOT during the course of the study comprising 50 private citizens and elected officials representing all seven counties and the municipalities within the Northeast Florida region. The advisory panel, as well as members of the public, met six times between September 2009 and January 2010. Material presented at each meeting is outlined below. This study effort concluded with the submittal of the Final Report to the Florida Legislature on February 1, 2010. The Final Study Report contains the key findings of the seven county study, along with the recommendation for the creation of a study commission to focus on the framework set forth in the study report. The study team and advisory panel reached consensus that there was a need for a regional transportation perspective, but more time is necessary to conduct the essential detailed discussions regarding regional transportation options.
